An under construction project is one where building work has started. You can visit the site, see the tower rise and ask about the stage. Handover is nearer than a pre-launch, but you still pay in stages as work moves ahead.

Most under construction homes use a construction-linked plan. You pay a small amount at booking, then pay a set share at each stage. The last small share is due when you get possession.
A subvention or flexi plan may also be offered in some phases. These ask for less early on, but the price or the interest can be higher, so read them closely.
GST applies to under construction homes, while a finished home with an occupancy certificate does not carry it. Ask a tax adviser to confirm the current rate and your own case.
Under RERA, a builder has to deliver by the date on the certificate. If the project is late, a buyer can ask for interest on the money paid, or for a refund with interest in some cases.
You can also check if the builder has asked for an extension on the RERA page. Keep your payment receipts and the agreement for sale safe, because they decide your case.
